Dr. Heather Andrews

experience. Heather is a nurse with a Masters degree in Health

Services. In addition, Heather has been involved in providing

of books and articles relating to nursing and administration.

Rodney Fong

working as a Pediatric Nurse and Nursing Instructor, before

education law. In addition to appearing before the Alberta Provincial

Marilyn McAvoy

Mr. Oliver was appointed an appeals commissioner in 2006 and hearing chair in 2009. He holds degrees in computer engineering, electrical engineering and divinity and a diploma in aerospace engineering. He served over twenty years with the Canadian Forces as an aerospace engineering officer working in aircraft maintenance, flight test and as a weapons specialist. He was an advocate before military tribunals and was appointed under the National Defence Act to hear disciplinary cases as a summary trial president. Prior to his appointment as a Hearing Chair, Derek held the position of Manager, Investigations, Prairie Region with the Mutual Fund Dealers Association of Canada. Jerry McKenna worked for over 30 years as a lawyer with the Alberta Justice Department in the Civil Law Branch. During this time he practiced in both solicitor and advocacy positions. His practice included the giving of advice to and appearing before a number of administrative tribunals, in the areas of expropriation, education and policing law, and he has had many appearances before the courts in Alberta . He was most recently involved in the planning and development of large infrastructure projects throughout the province. Jerry has served in volunteer positions in a number of social service, health and community development agencies in Edmonton . |
Nick Miazga

Nick Miazga is a journeyman carpenter who has worked in residential and commercial construction. He spent the last 33 years as a vocational teacher in carpentry, construction, and the practical arts. Nick served as a member of the Disability Appeals Committee for the Alberta School Employee Benefit Plan for 8 years, 4 of which were spent as chairman. He is presently a member of the Second Level Appeal Board, which is the final level for disability appeals of government employees. |
Paul Paquette

Paul Paquette has more than 30 years experience in the workers' compensation field. While his early career dealt with pensions, claims adjudication and quality assurance, Paul also has extensive appeal system experience acting as an advocate for injured workers and chairing appeal hearings. He worked as an independent consultant for injured workers before joining the Appeals Commission in an administrative role in managing and processing appeals preparation. Paul has a Business Administration educational background. His community involvement includes being on the Sherwood Park Minor Baseball Association Board of Directors and a recent appointment to the Strathcona County Assessment Review Board. |
Jack Ross

Jack Ross was employed by the City of Calgary for 33 years before his recent retirement. He was appointed as Fire Chief of the Calgary Fire Department on May 7, 1988, after 22 years with the Calgary fire service in various capacities. Jack worked in many volunteer roles with various organizations, including the World Police/Fire Games, United Way, Joint Burns Memorial Fund, among others. Jack commenced as a Hearing Chair on September 3, 2002 and served in that capacity until July 31, 2010 when he was reappointed as an Appeals Commissioner. |
Don Sibbald

Don Sibbald was appointed as an Appeals Commissioner in May 2009. He also serves as a Member of both the Alberta Surface Rights Board and the Alberta Land Compensation Board. Prior to his 24 years of legal practice with a major Calgary law firm, Don received B.A., B.Ed. and L.L.B. degrees from York University, the University of Toronto, and the University of Western Ontario, respectively. More recently, he undertook training in Conflict Resolution/Mediation. After teaching school for a brief time, he began his career as litigation counsel and appeared before all levels of Alberta Court's. His practice included extensive involvement in Alternate Dispute Resolution proceedings both as counsel and as a Mediator. His community involvement includes serving on the executive of a school council, volunteer work with a non-profit society, acting as an instructor in various courses both within and outside the legal profession as well as being a mediator with the Provincial Court Civil Division Mediation Program. |
Barry Whistlecraft

Barry Whistlecraft spent almost thirty years with the Calgary Police Service, much of it as a homicide investigator. He was promoted to inspector in 1990 and was assigned as the commander of Internal Affairs. Barry completed his service as Commander of District One and in 1998; he was appointed Chief of Police for the Tsuu Tina Nation Police Service where he held the position for 4 years. Since then, he has served on a number of boards including the Attendance Board, the Transportation Safety Board and as a public member on hearing tribunals under the Health Professions Act. |
